LAKE DOG

By Cheryl Temple | Lake Panorama Times

Name: Waylon

Owners:  The Peterman family

Waylon lives on the lake with the Petermans, who have been coming here since they were children. Waylon was named after the Jake Owen song “Down to the Honky Tonk,” in which he sings about having “a dog named Waylon,” which, of course, is Waylon Jennings. Waylon loves to run, swim and chase the occasional squirrel when patrolling their yard. Whether he’s jumping off the dock or swimming in the pool, Waylon is at home near the water. He barks like a Cane Corso and snuggles like a baby. Waylon is great with people of all ages as long as they love licks and share snacks. Most of all, Waylon is just a good boy and a good lake dog.

Visitors in attendance: Billy Donovan (LPA member and contractor) and Dave Grove (LPA member)

President Thompson called the meeting to order at 5 p.m.

Agenda Item 1 – Approval of the Agenda

No conflicts of interest were disclosed by the Board of Directors.

Whiton moved to approve the agenda. Motion seconded, carried unanimously.

Agenda Item 2 – Open Forum

Donovan and Grove asked to speak on agenda item 4B. As there were no other members present to speak at open forum, Thompson advanced the item on the agenda.

Agenda Item 4B – Lot 682 David and Sara Grove paved parking request

Donovan explained to the board of directors that his company, Donovan Construction, had installed a driveway for David and Sara Grove, Lot 682. When doing this project, he installed paved parking parallel to the LPA roadway. Following installation, LPA notified Groves and Donovan this was not allowed.

Rumelhart explained to the board the paved parking had been installed on LPA-owned roadway and on property owned by Groves, and the Grove property on which this was installed fell within LPA’s utility easement area. Rumelhart advised the board that LPA has denied this type of request many times, as having concrete over utilities makes future maintenance of those utilities extremely difficult.

Grove explained he and Sara had read the rules and believed they were following them. Rutledge noted one of the challenges is that members view their ownership as being up to the road, when in reality, LPA owns a small section of ground between the road surface and the member’s lot pins. Rutledge stated this is a common misunderstanding. Rumelhart confirmed to the board that both Donovan and Groves have consistently followed all other rules. Rumelhart also noted that permits are not required for resurfacing existing driveways.

The board asked several questions of Donovan and Grove, after which they noted they would review the issue in closed session with legal counsel. Donovan and Grove thanked the board for their consideration and departed the meeting.

Agenda Item 3 – Consent Agenda

Gebard moved to approve the consent agenda. Motion seconded, carried unanimously.

Consent agenda to include:

a) LPA General Manager’s Report

b) Approval of minutes from 07.28.2026 LPA Board Meeting

c) Acceptance of the 07.31.2026 LPA LPN Consolidated Financial Statements

d) Confirm date for September board meeting, 09.22.2026

e) Accept minutes from 07.27.2026 LPN, LLC Board of Managers meeting

Agenda Item 4A – Treasurer’s report

Flanery reviewed bank statements, credit card statements and financial reports. Flanery reported all was in order.

Agenda Item 4C – Lot #7011 Axiom Partners LLC request for easement

Kane Powell, Axiom Partners LLC, has been in contact with LPA management to request an easement across LPA-owned property adjacent to lot 7011. The property is the location of Lake Panorama Realty, and Powell noted they intend to install a more appropriately sized parking lot to the east of their building. Rutledge advised the board this easement would make sense for both Powell and LPA and would help to reduce parking on the roadway by the marina hill.

Flanery moved to grant Axiom Partners LLC a non-exclusive driveway easement, to be developed by LPA’s attorney, contingent upon Axiom Partners LLC paying LPA’s $1,500 legal fee for easements. The easement shall be one-tenth of an acre, M/L, and the exact dimensions shall be determined by LPA management. Motion seconded, carried unanimously.

Agenda Item 4D – Letter of recommendation to IA DOT regarding speed limit on Highway 4 between Panora and 200th Road.

Rutledge advised the board the Iowa Department of Transportation is seeking public input on the Highway 4 speed limit between Panora and 200th Road. Rutledge noted many members have expressed concern about the speed limit in this area, noting these concerns will worsen with the development of the Vista Lago condos. Rutledge recommended the board authorize a letter to the IA DOT, which expresses a concern about traffic safety in this area.

Whiton moved to send a letter of concern to the Iowa Department of Transportation regarding the speed limit on Highway 4 between Panora and 200th Road. Motion seconded, carried unanimously.

Agenda Item 5A – Old Business

Rutledge reviewed the LPA funding model proposal and recapped member feedback from the focus group meetings. Discussion was held about potential adjustments and refinements to the proposal and accompanying presentation. The board provided Rutledge direction on the final version.

Rutledge noted formal approval by the board will be required, once the final amendment language is developed by the LPA attorney and LPA management team. Rutledge advised the board an additional meeting would be needed in early September, at which those approvals could be formalized.

Agenda Item 6 – Other Business

None

Agenda Item 7 – Closed Session

The board entered closed session to discuss legal matters. Board exited closed session.

Agenda Item 4B – Lot 682 David and Sara Grove paved parking request

Waldo moved that the portion of the hard surface parking located on the Grove property be allowed to remain, whereas the portion located on the LPA-owned roadway shoulder be removed. Furthermore, the motion included a request for the LPA building codes committee to review permit requirements for resurfacing of driveways and provide a recommendation to the board for future consideration. Motion seconded, carried unanimously.

A FAMILY DINNER CLASSIC FOR COOLER DAYS

By Jolene Goodman | Lake Panorama Times

Each week we have the family over for dinner, and I love finding meals that feel a little more special simply because everyone is gathered around the table. As the weather starts to cool, I naturally gravitate toward those hearty, comforting recipes that fill the kitchen with wonderful smells and make everyone want to linger a little longer.

Classic Stuffed Peppers are one of those meals. Colorful bell peppers are filled with a savory mixture of seasoned ground beef, rice, tomatoes and cheese, then baked until everything is hot, bubbly and tender. It’s the kind of old-fashioned comfort food that doesn’t need much fuss — and it’s easy to make enough to feed a hungry group.

There’s something about stuffed peppers that reminds me of the kind of meals we grew up with: simple ingredients, familiar flavors and a dish that comes out of the oven ready to share. I also like that they can be prepared ahead of time, which makes them especially handy when company is coming.

Served with a simple salad or some crusty bread, stuffed peppers make a satisfying dinner without requiring a lot of extras. And, of course, having the family around the table is the best part. Enjoy!

Classic Stuffed Peppers

Ingredients:

  • 4-6 bell peppers, use any color — green, yellow, red, orange
  • 1 tablespoon olive oil
  • 1 pound ground beef (or turkey)
  • 1 onion, chopped
  • 5 cloves garlic chopped
  • 14.5 ounces chopped tomatoes
  • 1 8-ounce can tomato sauce
  • 1 cup cooked rice
  • 1 cup shredded cheddar cheese
  • 1 tablespoon paprika
  • 1 teaspoon dried oregano
  • 1 teaspoon dried basil
  • ½ teaspoon garlic salt
  • Salt and pepper to taste

Directions:

Pre-heat oven to 375 degrees. Bring a pot of water (enough to cover the bell peppers) to a boil. Wash peppers, cut off the tops and clean out the insides. Chop tops. Blanch large peppers 5 minutes to slightly soften. Set the softened peppers into a lightly oiled baking dish. Heat the oil in a pan over medium heat and add the onions and chopped pepper tops. Cook for 5 minutes to soften. Add the garlic and cook 1 minute. Add ground beef. When beef is cooked, add tomatoes, tomato sauce, seasonings and cooked rice. Stir together and remove from heat. Stir in half of the shredded cheese. Stuff each pepper with the meat filling mixture. Top each pepper with the remaining shredded cheese. Roast the stuffed peppers for 15-20 minutes, or until the peppers are tender to your preference and the cheese is nice and bubbly.
