The board discussed what information would be needed from Manning to proceed with the public hearing. Rutledge noted he and LPA project manager Lane Rumelhart had provided Manning a list of questions to be answered prior to presenting to the board of directors, and Manning had satisfied all the LPA requests for clarification and detail. Rutledge noted he did not have any outstanding information requests of Manning that would be necessary for Manning to complete prior to holding the public hearing.

The special meeting of the Lake Panorama Association was called to order at 5 p.m. at Captain’s Pick at Lake Panorama National by Board President David Finneseth. Other board members in attendance were Dennis Flanery, Mark Jorgensen, Steve Sidman, Sue Thompson, Rachel Waldo and Jackson Whiton.

Agenda Item 3 – Motion to open public hearing

Agenda Item 4 – Opening comments
Finneseth reviewed the format of the public comment section, noting individuals who wish to speak must state their name, lot number or 911 address and limit their comments to two minutes.
Joel Williams, LPA Attorney, read the section of the covenants that pertains to the reason for this special meeting.
John Rutledge, LPA General Manager, reviewed the background on the Manning proposal. Rutledge explained multiple parties had inquired over the past two years regarding the acceptability of condos at this location. Rutledge stated LPA’s response had consistently explained the LPA board would be willing to review a detailed proposal but could not speak to that question until such time as a plan was developed and outlined. Rutledge stated his first meeting with Manning on this topic occurred July 2, 2025.
Between July 2 and the July 22 LPA board meeting, LPA management staff worked with Manning to outline the questions and details that would be expected by the board to warrant their official consideration. Manning provided the requested information to LPA management staff in time for the board’s July 22 board meeting, and the topic was thus placed on the July 22 board agenda. Rutledge confirmed the agenda was posted and included in LPA’s weekly Panorama Prompt email bulletin. At the July 22 LPA board meeting, the board received the Manning proposal and determined Manning had the necessary plans and details to proceed to the public hearing phase of the process.
Rutledge explained the current owner of the property, Dr. Mark Menadue, had given him permission to share his plans for the property moving forward. Menadue stated the restaurant and hotel required a substantial annual subsidy to remain open and were not profitable endeavors. Menadue stated that after 20 years of ownership, he had made the decision to close at the end of the 2025 season and not reopen under his ownership. Menadue extended his support to Manning’s proposal and encouraged the LPA board to approve it as a means of maintaining a restaurant at that location.
Rutledge then turned the floor over to Manning for his presentation to the board and LPA membership.
Agenda Item 5 – Request by Rob Manning to allow condos on Lot 7000 (currently occupied by the Port and Lakeside Inn)
Rob Manning presented his proposal to purchase The Port and Lakeside Inn. His plan is to demolish the existing facilities and construct 16 condos, a 4,500-square-foot restaurant, lower-level storage for condo owners, and a detached garage. The facility would be five levels, three of which would be visible from the road (east) and five of which would be visible from the lake (west). Boat docking would be accomplished for both condo owners and restaurant patrons via two dock structures, each having 22 boat slips and 10 PWC slips.
Manning noted he was committed to reopening a restaurant at this location, as the Port has been a cornerstone of the Lake Panorama community for decades.
Agenda Item 6 – Opportunity for public comments
Eighteen LPA members and two non-members provided comments. A majority of the comments were in support of the proposal, noting both the financial investment and the continued operation of a restaurant at this location were positive. A minority of the comments made were in opposition to the project. The concerns and objections offered by those opposed focused primarily on the number of units being proposed, and the impact 16 condos may have to boating and boat dockage.
Agenda Item 7 – Closing comments by LPA board of directors, attorney and general manager
Finneseth thanked everyone for attending and providing their feedback. Rutledge noted updates on the board’s pending decision would be provided via the Panorama Prompt weekly email bulletin.
Agenda Item 8 – Motion to close public hearing
Whiton moved to close public hearing. Motion seconded, carried unanimously.
Agenda Item 9 – Motion to approve, deny, or table request to allow condos on Lot 7000
Thompson moved to table the decision, pending further discussion. Motion seconded, carried unanimously.
Agenda Item 10 – Adjourn
The board entered closed session to discuss legal matters; board exited closed session.
Waldo moved to approve the condo proposal for lot 7000 contingent on the mutual execution of a development agreement between Manning and LPA. The development agreement shall be prepared by the LPA attorney, with final approval of the development agreement being completed by the LPA board of directors. Motion seconded, motion carried.
With no further business, the meeting was adjourned at 7:15 p.m. n
