Agenda Item 4b – Variance Request – Lots 2954, 2955, 2956 & 2957 (combined). Request for swinging door in detached garage (Jason and Lisa Grossman).

Jason and Lisa Grossman requested a variance regarding the overhead door requirement on a proposed detached garage. Grossmans preferred a garage door that swings out, rather than one that opens overhead. All other requirements of the LPA building codes would be met.

Whiton moved to approve variance request to allow swinging door in lieu of an overhead door for a detached garage on lot 2956. All other requirements of the LPA building codes remain in place. Motion seconded, carried unanimously.

Agenda Item 4c – Variance Request – Lots 322, 323, 324, 325 & 326 (combined). Request for shoreline setback for storage shed (Norton and Buddy).

Norton and Buddy LLC purchased a property with a grandfathered shed, which sat 27 feet from shore. They recently replaced the grandfathered shed with a new shed and asked that it be allowed to remain in the same location, thus requesting a shoreline setback variance of 27 feet.

The building codes committee unanimously recommended denial of granting a variance for the new shed to be allowed 27 feet from shoreline, thus requiring it meet the 50-foot shoreline setback

Gebard moved to deny variance request to allow a shoreline setback for storage shed on lot 323. Motion seconded, carried unanimously.

Agenda Item 4d – Lateral field easement request – Lots 497 & 498 (combined) Truka.

Chuck Truka requested the LPA consider granting him a lateral field easement on adjacent LPA community area. LPA staff stated precedent has been to consider these types of easements only when adjacent members have no other options on their own property. Truka acknowledged he could place lateral fields on his property and LPA staff recommended the board respectfully deny the request.

Whiton moved to deny variance request to allow a lateral field easement on lot 0497. Motion seconded, carried unanimously.

Agenda Item 4e –Approve updated collections policy

The LPA Board reviewed an updated Collections Policy. Rutledge noted it had been 15 years since the board last overhauled this policy and that LPA staff and Williams had collaborated on this updated policy. Once approved, the policy will be posted on LPA’s website and notice of the change will be communicated in the Panorama Prompt, which is LPA’s official form of communication rule and policy changes to the membership.

Whiton moved to approve the June 23, 2026, LPA collections policy as presented. Motion seconded, carried unanimously.

Agenda Item 4f – Deer Hunting Program 2026-27

The 2026-27 deer hunting program was presented with no substantive changes from the previous year. Rutledge and Rumelhart reported the program is effective at balancing the herd. As a reminder, LPA’s goal for the program is to ensure the herd does not become unhealthy from overpopulation.

Whiton moved to approve the hunting regulations for the 2026-2027 deer hunting season. Motion seconded, carried unanimously.

Agenda Item 4g – Lot Offer 4520

LPA received an offer for 4520 from Jack Vermeer.  This offer was in the amount of $36,500, with no contingencies.  LPA’s land sales committee counteroffered at $40,000.  Buyer accepted.

Flanery moved to approve sale price of $40,000 for lot 4520 to Jack and Sierra Vermeer. Motion seconded, carried unanimously.

Agenda Item 5a – Lot offer # 1284 & 1302

LPA received a lot offer of $65,000 for these parcels and countered at $80,000, based upon direction from LPA’s land sales committee. The prospective buyer has respectfully declined to move forward at $80,000.

Whiton moved to approve LPA’s price of $80,000 on lots 1284 and 1302, the price of which shall be valid for 30 days. Motion seconded, carried unanimously.

Agenda Item 5a – Lateral field easement request, Lot 791, Don Eckles

Eckles had previously approached the board to request he be allowed to place his lateral field on LPA-owned property inside the road loop named Reese Point. LPA acknowledged another easement had been previously granted in this area as part of an adjacent lot sale. Eckles had been asked to bear the expense of confirming this parcel would comfortably provide the necessary square footage for both his lateral field and the other member’s lateral field.

Eckles had completed all investigative work requested by the board and confirmed there was enough square footage. Eckles had also agreed to the payment of $10,000 for the use of this property.

Waldo moved to approve a lateral field easement for Lot 791, contingent upon the payment of $10,000 and LPA’s document fee by Don Eckles. Motion seconded, carried unanimously.
