Howard Natzel offered comments about the recordkeeping of LPA board meetings and how the minutes are prepared.
Jill Bassman spoke regarding wake boats and information on potential damage they cause to the lake if not operated properly; ideal locations would be in areas with deeper water.
Jillian Ortner spoke on general water safety and rules and how LPA might better educate the membership and their guests on the rules. She also spoke in support of wake boats, pointing out that many operators are educated and operate the boats as they are intended. Ortner encouraged members to make sure their guests are familiar with operating the vessel, LPA rules and general safety practices.

Agenda Item 4a – Treasurer’s report
Flanery reviewed August bank statements, credit card statements and financials. No unusual items were reported.
Agenda Item 4b – Variance request to address ongoing compliance issue – Lot 543 and 1 of Lot 544 – 4709 Panorama Drive
In 2016, a detached garage was permitted to be built at 4709 Panorama Drive. The completed project was not consistent with the permit issued by LPA and has been out of compliance since it was constructed. LPA has maintained a firm position that no new construction permit will be issued on this lot unless the compliance issue is addressed to the satisfaction of LPA. Luke Wanninger, JRL Builders, is considering purchase of the property and requested a variance which would bring the property more closely into compliance, but which would still require a variance. This topic was moved to closed session to review legal details of the variance request.
Agenda Item 4c – Appointment to LPA Water Safety Committee
Rutledge advised the board that the water safety committee has traditionally included the marina tenant as a voting member. Over time, it has created a conflict of interest for the marina tenant. Rutledge stated both he and Phil Watson, LPA’s marina tenant, are recommending the marina tenant be reclassified as an advisor to the committee rather than a voting member of the committee. The marina tenant’s future role in the committee would be similar to that of LPA staff, who advise the committee on technical and enforcement issues. The board concurred and discussed a recommendation to replace Watson on the water safety committee.
Flanery moved to approve the appointment of Chip Hansen to Water Safety Committee to serve a term through 2028. Motion second, carried unanimously.
Agenda Item 4d – Establish parameters and timeline for the review of boat density and boat safety concerns by LPA water safety committee in advance of the 2026 boating season
The board discussed ongoing concerns about boat density and wake boating impacts. Rutledge recommended the board ask the water safety committee to study both issues, with the intent of providing their analysis and recommendations to the board prior to the board’s October meeting. Rutledge also advised the board this was an onerous task for the water safety committee, and suggested a small number of past water safety committee members be invited to participate in a manner that assists the committee.
Jorgensen moved to request the LPA water safety committee analyze boat density and wake boating impact and provide their findings and recommendations to the LPA board in time for the board’s October meeting. Furthermore, the motion authorizes President Finneseth to work with Rutledge for the appointment of several past committee members to supplement and support the committee in their efforts. Motion second, carried unanimously.
Agenda Item 4e – Outstanding business related to developer agreement and other associated aspects of the proposed Port Condo Project
Item moved to closed session.
Agenda Item 5 – Confirm date for next board meeting 09.30.2025
Due to conflicts the September Board meeting will be moved to Sept. 30, 2025.
Waldo moved to approve the date for the September Board meeting to Sept. 30, 2025. Motion second, carried unanimously.
Agenda Item 6 – Closed Session
The board entered closed session to discuss legal matters. Board exited closed session.
Rutledge advised the board that the RIZ board is in negotiations with an adjacent landowner regarding acquisition of a parcel for the creation of a sediment storage basin. A condition of this tentative deal is for LPA to extend water service to the seller as it relates to the seller’s retained and adjacent parcel, and a second parcel with which the seller is associated. Rutledge explained the importance of assisting RIZ with this project and recommended the board authorize water service contingent upon RIZ receiving deed to the parcel.
Flanery moved to approve two additional single family dwelling water taps outside the LPA subdivision, contingent upon the seller providing deed to RIZ. The LPA general manager is authorized to execute water line extension agreements as prepared by LPA attorney. Motion second, carried unanimously.
Sidman moved to deny the variance request as proposed for lot 0543 – 4709 Panorama Drive. Motion second, carried unanimously.
Jorgensen moved to approve the restructuring of lot combination agreement regarding lots 1113 – 1118, as discussed in closed session, documents to be prepared by LPA attorney. Motion second, motion carried unanimously.
Waldo moved to direct LPA attorney to pursue legal proceedings on 4710 Panorama Drive (Lots 3603, 3604, and 3605) for unpaid dues and assessments, unpaid water bills, and issues relating to dilapidated and abandoned condition of the property. Motion second, motion carried unanimously.
Adjourn – With no further business, the meeting was adjourned at 7:34 p.m. n
